LT Graham “Gray” Chynoweth, a New Hampshire native, holds a BA in Political Science (High Distinction) from UC Berkeley (2001), a MA in Public Policy from Duke University School of Public Policy (2004), a JD from Duke University School of Law (2004) and a Certificate in Transnational Law from the Duke University Law School and the Law Faculty of the University of Geneva (2002). After a 20 year career in law and business, he joined the United States Navy Reserve in 2020, where serves as a qualified Information Warfare Officer.

 

Between March of 2022 and September of 2024, LT Chynoweth served on Active Duty military orders in a dual-hatted capacity with the Office of Strategic Capital and NavalX. At the Office of Strategic Capital, he served as Director, International Technology Scout and Global Co-Investments. At NavalX, he served as Deputy Director, Strategy & Fleet Force Engagement. Since July 2024, LT Chynoweth has been part of the Defense Innovation Unit’s Commercial Engagement Team. Between May of 2020 and July of 2024, Chynoweth served as part of an Navy Intelligence unit that supported CENTCOM (NR CENTCOM J2 DEV) at Fort Devens in Massachusetts. He is a two time recipient of the Navy and Marine Corps Achievement Medal.

 

Over the course of his civilian career, LT Chynoweth raised over $100,000,000 in private capital for various ventures, co-founded (as a Director) a FDIC insured commercial bank (Primary Bank), co-founded - as a General Partner - a venture capital firm (Mill Works), served as the CEO of a NASDAQ listed consumer electronics and cyber security technology company (Minim). As COO at Dyn (an internet infrastructure services company), LT Chynoweth helped grow the company from less than 20 to more than 450 employees, raise more than $50,000,000 in venture capital funding, grow revenue 30x and establish global operations, with offices in the US, the UK and Australia and network infrastructure throughout North America, South America, Europe and Asia.
