Procurement Policy Note (PPN): Carbon Reduction Plans - MOD would like your views!
Helen Sawford, Head of Commercial Strategic Supplier Management at the MOD, wishes to consult with SMEs on the applicability of the Carbon Reduction Plans under DSPCR.

As you may be aware, Procurement Policy Note 06/21: Taking account of Carbon Reduction Plans in the procurement of major government contracts was released on 5 June and will come into effect on 30 September.

This PPN introduces new measures at supplier selection stage to ensure that suppliers have a published Carbon Reduction Plan and a commitment to achieving ‘Net Zero’ carbon emissions by 2050.

The MOD intends to apply the requirements laid out in PPN 06/21 to procurements under the Defence and Security Public Contracts Regulations (DSPCR) 2011. This will require MOD suppliers to develop and publish carbon reduction plans.

We are working to understand the applicability of PPN 06/21 to DSPCR and are now launching a consultation through the DSF community and Defence Trade Associations to assess whether the Defence industry is prepared and able to deliver these measures.

We would very much like to hear from you as part of this exercise, deadline for consultation 10th of September. 

We are not aiming to implement the measures for DSPCR by 30 September, so procurements that fall under DSPCR will continue to be exempt until further notice. Timelines for implementation will be communicated in due course.
